Project Overview – PTSS C5ISR Hardware & Software Program

The Lockwood Group supports a C5ISR hardware and software program for a U.S. Army customer located at Aberdeen Proving Ground (APG), MD. This program provides engineering, integration, and lifecycle support to enhance mission-critical command, control, communications, computers, cyber, intelligence, surveillance, and reconnaissance (C5ISR) capabilities in support of Army tactical network modernization efforts.


Position Overview

The Senior Systems Engineer will provide technical leadership and systems engineering expertise supporting Tactical Network hardware and software systems used in large-scale battlefield communications. This role is responsible for the design, integration, testing, and sustainment of secure and reliable communication networks operating across ground, airborne, and command platforms.

The position requires deep experience in systems engineering within DoD environments and the ability to lead engineering teams while ensuring systems are scalable, interoperable, and Fully Mission Capable (FMC) in support of operational requirements.


Key Responsibilities

  • Lead, manage, and mentor a team of systems engineers supporting tactical network initiatives

  • Design, implement, and maintain secure, reliable communication networks in military or field-based environments

  • Manage network connectivity across platforms including ground vehicles, airborne assets, and command centers

  • Translate user and operational requirements into system, hardware, and software specifications and designs

  • Decompose systems into components and subcomponents while defining and managing interface requirements

  • Develop modular system architectures with standardized interfaces to ensure scalability and adaptability

  • Direct technology insertion efforts and integration of new products into existing tactical network infrastructures

  • Lead development of test strategies, including embedded system testing, integration testing, and system-level validation

  • Oversee installation of unit-specific configurations and Internet Protocol settings aligned with current System Architecture and Lightweight Directory Interchange Format (LDIF) requirements

  • Ensure PdM NetMod and PdM Mission Network systems achieve and maintain Fully Mission Capable (FMC) status following fielding, reset, or upgrade activities

  • Deliver technical briefings and coordinate regularly with Government stakeholders, users, and leadership


Required Qualifications

  • Bachelor of Science degree in Engineering or related technical discipline

  • Minimum 15 years of relevant systems engineering experience

  • Strong knowledge of secure tactical communication network design and implementation

  • Experience integrating legacy infrastructure with new tactical network components

  • Demonstrated ability to design scalable, modular systems with clearly defined interfaces

  • Comprehensive understanding of Tactical Network hardware and software systems supporting large-scale battlefield communications

  • Ability to obtain DoD 8570/8410 IAT Level II certification

  • Active DoD Secret clearance

  • U.S. Citizenship required


Preferred Qualifications

  • Minimum 5 years supporting systems engineering technologies within the Department of Defense

  • Experience selecting and implementing network protocols, routing technologies, data link layers, and encryption mechanisms

  • Experience with embedded systems testing methodologies

  • Experience conducting integration and system-level testing

  • Familiarity with modeling or simulation tools to evaluate system performance

  • Experience supporting programs at Aberdeen Proving Ground


Physical Requirements

  • Ability to remain stationary for extended periods (approximately 50% of the time)

  • Occasional movement within an office environment to access equipment and documentation

  • Ability to communicate effectively with team members, leadership, and customers, including delivering technical presentations
