Technical Publications Lead

Position Overview

  • The Technical Publications Lead serves as the senior authority for technical manual (TM) development and integrated product support (IPS) documentation in support of Sustainment Transport System (STS) efforts under PdM SATCOM (CPE C2IN, PM C2 Transport).
  • This role leads the planning, development, validation, and lifecycle management of operator and maintenance technical publications while integrating logistics, training, and engineering inputs. The position operates within an IPT/SIPT environment and plays a critical role in transitioning technical documentation strategies to support evolving Army priorities, including streamlined TM approaches.

Responsibilities

  • Lead end-to-end development of Technical Manuals (TMs), Interactive Electronic Technical Manuals (IETMs), and associated logistics products (QRGs, smart books, training materials)
  • Author and maintain operator and maintenance procedures in XML-based environments (e.g., Oxygen, Arbortext) in accordance with MIL-STD-40051
  • Serve as Technical Publications Lead within an IPT/SIPT environment, aligning documentation efforts with program cost, schedule, and performance objectives
  • Drive transition and implementation of streamlined TM development approaches (COTS/NDI) aligned to evolving Army guidance and program needs
  • Coordinate and lead verification and validation (V&V) events, Soldier Touch Points, and training feedback integration into technical documentation
  • Lead After-Action Reviews (AARs) for training and fielding events; incorporate findings into TM updates and process improvements
  • Interface with engineering, logistics, and training teams to ensure technical accuracy, maintainability, and supportability of systems
  • Provide logistics integration support including alignment with Maintenance Allocation Charts (MAC), Level of Repair Analysis (LORA), and lifecycle sustainment planning
  • Support development and execution of Integrated Product Support (IPS) elements across the system lifecycle
  • Coordinate with external stakeholders (AMC, TRADOC, LOGSA, OEMs, and other DoD organizations) to align documentation, training, and sustainment strategies
  • Lead or support working groups focused on TM strategy, maintenance concepts, and documentation standardization
  • Review and approve technical documentation deliverables to ensure quality, compliance, and readiness for fielding
  • Provide strategic input to program leadership on TM development approaches, risks, and improvement opportunities

Required Qualifications

  • 10+ years of relevant experience in technical publications, logistics, or integrated product support (experience depth prioritized over years)
  • Strong technical writing expertise for military systems (operator and maintenance manuals)
  • Advanced knowledge of XML-based authoring tools (Oxygen, Arbortext, or similar)
  • Working knowledge of MIL-STD-40051 and TM development standards Experience supporting Integrated Product Support (IPS) and logistics elements Experience leading documentation efforts in IPT/SIPT environments Active DoD Secret clearance

Preferred Qualifications

  • Experience supporting SATCOM, C5ISR, or communications systems
  • Experience with IETM development and validation
  • Familiarity with S1000D or similar structured authoring standards
  • Logistics or sustainment management experience (e.g., MAC, LORA, provisioning)
  • Experience supporting Army programs, particularly within CPE C2IN or related organizations
  • DAWIA Certification in Life Cycle Logistics (Level I/II/III)
  • PMP, DML, or equivalent certifications
