Position Overview
The Lockwood Group is growing rapidly with the award of major prime contracts supporting US Army CECOM at APG MD and US Army AMCOM at Huntsville AL.

Supporting our rapid growth we are seeking a Director of APG Programs to lead our growing team of project professionals in our Belcamp, Maryland office.
 
This individual will be part of the Executive Leadership team responsible for providing PM Leadership for the execution of TLG's growing portfolio of APG programs.

Job Responsibilities
  • Responsible for helping to further establish processes, workflow and metrics for TLG's approach to project and program management.
  • Responsible for leading Operational projects for TLG Executive Leadership team.
  • Responsible for successfully establishing project baselines and leading the cost, schedule and technical performance of projects for Lockwood Group. 
  • Lead early identification of Risk, Issues and Opportunity (RIO) for projects and communicate the issues and resolutions to TLG management.
  • Lead Quality Management and key performance metrics tracking quality against portfolio of projects.
  • Direct the work of employees, subcontractors and teammates on projects.
  • Manage the company’s relationship with the customer and key customer influencers with regards to the project.
  • Gathers customer requirements and balances against available resources to prepare feasibility studies.
  • Lead monthly Program Management Meetings with company leadership to discuss cost, schedule, and technical performance across all C4ISR projects.
  • Participate in the negotiation of contract and contract changes. 
  • Coordinate the preparation of business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. 
  • Identify/develop new business within the C4ISR marketplace and portfolio of target customers.
  • Take an active lead in projects regarding process improvement, process development, process execution, technology upgrades, and coordinating satisfactory support efforts
  • Develop and maintain knowledge of current DOD/Army/local procedures and policies in order to ensure compliance and give customers correct information.
  • Establish familiarity with customers' business needs in order to provide proactive planning and support.
  • This position will report to the President and Vice President of the company.
Job Requirements
  • At least ten (10) years direct related experience in project management is required.
  • Business and operational acumen to provide insightful recommendations and lead various operational initiatives for the company.
  • Requires technical knowledge of Microsoft Windows operating systems, including Windows 7; of Microsoft Office Suites 2013, of peripherals, including printers and scanners; and of the application of software patching.
  • Requires ability to effectively prioritize and execute tasks in a high-pressure environment.
  • Strong organizational skills with the ability to establish and maintain effective working relationships; excellent written/verbal communication skills required.
  • Proficiency with Microsoft Office applications including Outlook, Project, Word, Excel, Visio and PowerPoint.
  • Current Secret Security Clearance or the ability to successfully obtain a Secret Security Clearance is required PLUS the ability to maintain access to government/military installations.

Required Experience 
  • Bachelor’s Degree.        
  • PMP Certification is strongly preferred
  • Requires proficiency in Windows operating system environment and MS Office Suit
