The Lockwood Group is currently seeking an experienced part-time Contract Manager for our office in Aberdeen, MD.
Job Responsibilities
  • This role will be the subject matter expert on all aspects of contract management and administration.  
  • This role will be responsible for managing contracts beginning at the request for proposal throughout the order approval process ensuring maximum service & satisfaction on all customer orders, assist in the development of major proposals, coordinate negotiations with customers, be the lead for contract interpretation, and manage all aspects of assigned contracts to assure compliance with corporate objectives, FAR, CAS, ITAR, and other government regulations and public law.
  • This position will also be responsible for maintaining full compliance with corporate and government export rules and regulations and will hold the Export officer title.
  • These functions should be performed with minimal supervision: 
  • Manage all proposal/negotiations teams to ensure concise and practical terms and conditions, consistent with corporate policies and objectives, customer needs and particularly in accordance with the FAR, CAS, and ITAR regulations.
  • Coordinate the proposal process with all functional departments to ensure compliance to the customer’s requirements and accurate and timely proposal submissions.
  • Assume lead role in the proposal/negotiation team to ensure concise and practical terms and conditions, consistent with corporate objectives and customer needs. 
  • Provide expert advice on contract, FAR, ITAR and Export interpretations.
  • Assist with proposal preparation to ensure compliance with customer requirements.
  • Coordinate and support DCAA, DCMA, and customer customer’s financial and technical proposal and contract audits.
  • Manage the timely and accurate entry of customer contracts through the approval process.
  • Monitor contract performance to ensure compliance to all aspects of the contract and be the point of contact to the customer for all contractual matters.
  • Identify potential contractual risk areas and develop plans for favorable disposition of any contractual disputes.
  • Coordinate and support DCAA/customer audits (both financial and technical).
  • Develop any appropriate reports to advise management of contract status.
  • Coordinate and manage legal issues for the Company, as assigned.
  • Work with internal resources and outside legal, contracts and other support services, as necessary, to assist the Empowered Official and other contractual activities.
  • Will perform other duties and/or responsibilities, as assigned.
  • Assure the operation is in compliance with all city, state and federal regulations within areas of responsibility.
Job Requirements
  • Bachelor’s Degree in areas such as business, finance or accounting required; Juris Doctor degree a plus.
  • 3+ years of business experience in the administration and management of government contracts.  
  • Excellent verbal and written communication skills
  • Strong working knowledge of FAR and CAS; SOX compliance experience
  • Ability to function effectively with minimal supervision.
