Position Overview

We are seeking a Project Lead with Business Case Analysis expertise to develop and apply operations research/statistical/mathematical methodologies and techniques to the problem of cost estimating/cost analysis for the program of activities associated with the research, development, production, and deployment of a major weapon system. The analyst will conduct a major aviation weapons system product support-related Business Case Analysis (BCA). The Lockwood Group Senior Analyst will lead a comprehensive analysis to identify objectives, determine feasibility, assess risk, establish resource requirements evaluate test results, and a variety of other items in support of a government customer. They will plan and conduct program of studies designed to produce effective and efficient cost analyses within assigned areas, including suitable methods of estimating and analyzing hardware, software, and program costs. In connection with study efforts, identify areas of analysis and formulate basic study objectives based on analysis of PEO Aviation, DA and DoD cost review policies and cost objectives. The analyst will ensure the development and utilization of realistic and valid cost factor indices, techniques and measures during the total development, production, and deployment processes. Measures assigned systems and programs, currently under research and development, using advanced concepts and methods to meet rigorous cost analysis objectives and schedules. Evaluates all data and integrates the results into comprehensive evaluations and reports. Presents reports with technical responsibility for the product. Participates in conferences and/or working groups and committees organized to make broad surveys of cost problems, criteria, techniques, and approaches in the interest of major improvements. Provides expert advice and consultant services to PEO/PM management regarding the status of costs, costs of alternative courses of action, reasons for cost increases or growths, and potential areas for cost reduction studies. Maintains a current knowledge of and answers questions on procedures, policies, directives, etc., and supports the PMO in the decision-making process. 

At least 10 years of demonstrated Operations Research Analyst experience which includes:
  i.     Research and examination of historical information
  ii.    Develop operations research systems analysis methodologies and techniques
  iii.   Knowledge of advanced mathematical and statistical techniques
  iv.   Demonstrate data analysis methodologies such as operations research techniques and evaluation
  v.    Evaluate operational analysis to determine accuracy, adequacy, significance, and validity
  vi.   Evaluating operational analysis and data to develop conclusions and/or courses of action
  vii.  Collaborating with team members
  viii. Briefing results to customers and/or stakeholders
Experience with conducting detailed and thorough DoD Product Support Business Case Analysis (BCA) for large-scale Army program/systems.
